MTN Weekend: Why the Netherlands is never finished building for bicycles

On 21 September, part of Utrecht’s Catharijnesingel will stop functioning as a shortcut for cars and motorcycles. Motorists will still be able to reach local homes, businesses and car parks, but some will have to take a longer route. Cyclists and pedestrians will retain direct access.
This move neatly captures the Dutch approach to mobility. Cars are not necessarily prohibited, but they are no longer automatically offered the shortest or most convenient route: the focus instead is on making life easier for cyclists and pedestrians.
In Utrecht, the change will create more room for walking, cycling, greenery and public life. A camera installed in May is being tested and used to measure traffic before the closure begins. Following a warning period, enforcement is scheduled to start in January 2027.
The development in Utrecht also underscores that while the Netherlands is already internationally regarded as cycling heaven, Dutch authorities do not treat that achievement as complete. Cycle routes are measured, junctions redesigned, traffic lights adjusted and parking facilities digitised.
The objective is broader than promoting bicycles: the objective is to make the streets liveable. And for the Dutch, that means giving greater priority to walking, cycling and public space while reducing the dominance of through-driving cars.
Why do Dutch people cycle so much?
Visitors sometimes interpret Dutch cycling as an expression of environmental commitment. In Britain, for example, cycling tends to be regarded as a distinct activity: exercise in lycra, a weekend pursuit, or something undertaken by people with strong views about transport policy.
In the Netherlands, you are more likely to be a person who needs milk.
Dutch people of all social classes cycle to school, work, the supermarket, a café or the railway station because, for many short urban journeys, the bicycle is the fastest and cheapest way to get there. There is no need to find a parking space, buy fuel or wait for a bus. The environmental and health benefits are substantial, but often secondary to these practical calculations.
Dutch travel data supports the everyday character of cycling. Shopping and groceries accounted for the largest single share of bicycle trips in Statistics Netherlands’ 2021 figures, ahead of commuting or cycle touring.
The country’s flat terrain certainly helps. Anyone who believes this makes Dutch cycling effortless, however, has probably never cycled into a Dutch headwind. The national joke is that whichever direction you turn, the wind turns first.
Also, geography alone does not create protected junctions, direct routes, digital parking systems, or traffic lights that recognise approaching riders: all aspects that the Dutch take for granted, until they try to cycle in another country.
The national cycling network matters more than Amsterdam
International discussions about Dutch cycling tend to begin and end in Amsterdam. Within the Netherlands, however, the capital is not automatically regarded as the country’s cycling benchmark. Amsterdam's streets are crowded with tourists, cars remain present on many central routes, and tram rails present a particular hazard to bicycle wheels.
Cities such as Utrecht, Groningen, Zwolle, Delft, Enschede and The Hague can offer a calmer and more coherent cycling experience. There is no single definitive ranking, but PeopleForBikes’ 2025 international ratings placed Delft and The Hague among the world’s highest-scoring cycling cities, both on 89. Nijmegen and Eindhoven scored 86 and Utrecht 85. The assessment measures whether people can reach everyday destinations through a connected network of relatively low-stress routes.
There are plenty of cities with excellent cycling infrasttucture outside the Netherlands, of course. Paris has rapidly reallocated road space, while parts of London, Copenhagen and several Belgian cities also provide strong infrastructure.
What makes Dutch nation-wide cycling infrastructure unique, however, is that it is treated as a core national transit network, exactly like a highway system, rather than an afterthought or a recreational luxury. A strict grid principle ensures that no matter where you start, a continuous bike path is accessible within 300 to 500 meters. Meanwhile, snelfietsroutes (Bicycle Highways) allow smooth inter-city commuting with zero stops and smooth asphalt optimized for e-bikes.
Fast cycle routes connect Dutch cities
It's these regional doorfietsroutes that are extending the Dutch cycling network beyond individual cities.
They are intended to provide direct, comfortable connections between residential areas, workplaces, schools, railway stations and neighbouring cities. Wider paths, smooth surfaces and fewer interruptions make longer bicycle commutes more practical.
A national overview published in 2024 identified 981 kilometres of existing fast cycle routes, another 1,000 kilometres planned and approximately 2,500 kilometres under consideration. The ambition is a connected national network rather than isolated municipal projects.
Cycling will not beat a train or car on every intercity journey. But over short and medium distances—particularly with an e-bike or speed pedelec—a direct regional cycle route can make the bicycle the quickest door-to-door option.
These connections also reveal what distinguishes Dutch cycling infrastructure from good cycle networks elsewhere. The system does not necessarily stop at the municipal boundary. Provinces, municipalities, national agencies and water authorities work on the missing links between urban networks.
A world-class path through one city is useful. A route that continues all the way to someone’s workplace is transport infrastructure.
Smart cycling infrastructure turns paths into data sources
The next stage of Dutch cycling infrastructure is increasingly digital.
In 2021, TU Delft installed a 25-metre experimental cycle lane described as the country’s most intelligent. Underground sensors were combined with an existing above-ground monitoring system that included 3D cameras, radar, Wi-Fi, Bluetooth and millimetre-wave sensors.
The system measured the number, direction and speed of road users, while also examining pedestrians, crossing traffic, weather and near misses. Sensors inside the modular recycled-plastic surface could monitor temperature, rainfall, icing and the physical condition of the path. The hollow road elements could also store rainwater.
Data from the project, which ran from November 2021 until May 2023, fed an outdoor mobility digital twin of the TU Delft campus. The purpose was not simply to count bicycles but to understand how a route was used and how its design might be improved.
This becomes increasingly useful as “the bicycle” stops describing one standard vehicle. Conventional bikes now share paths with e-bikes, cargo bikes, adapted cycles and speed pedelecs. They travel at different speeds, occupy different amounts of space and create new patterns of interaction.
Infrastructure designed around yesterday’s upright city bicycle may not be suitable for tomorrow’s school run involving a two-wheeled cargo vehicle carrying three children and enough shopping to survive a minor siege.
Smart traffic lights give cyclists priority
The European BITS project—Bicycles and Intelligent Transport Systems—ran from 2019 to 2022 and demonstrated 33 smart-cycling applications around the North Sea region. These included sensors, cyclist-priority applications, digital parking tools, lighting and shared data systems.
Its follow-up, MegaBITS, ran from 2023 to 2026. Led by the Province of Overijssel, it tested further applications in seven cities and regions, developed shared cycling-data infrastructure and explored how digital cycling tools could become part of ordinary mobility policy rather than remaining isolated experiments. Enschede and Zwolle were among its partners.
One Overijssel pilot produced the Da’s zo gefietst app, launched in July 2025. In addition to rewarding cycling, it can request faster green lights at participating junctions. The location data also provides authorities with information about how routes are being used.
Enschede and Zwolle have meanwhile tested displays along the F35 fast cycle route. Radar counts passing cyclists in both directions, while the same equipment can show messages to people using the route. The organisers chose radar partly to avoid collecting identifiable personal data.
The underlying principle is simple: intelligent transport technology long used to improve the flow of cars is increasingly being applied to bicycles.
Digital bicycle parking in Utrecht
Bicycle parking is receiving similar attention. Utrecht’s three-storey Stationsplein facility contains 12,500 bicycle spaces and allows people to ride inside. A digital system directs cyclists towards available racks.
Across Utrecht, roadside signs and the P-route fiets app display the number of spaces in nearby facilities. Optical sensors determine whether racks are occupied without capturing or storing images.
The system helps cyclists avoid searching through thousands of spaces and gives the municipality data on when additional capacity is needed.
It is effectively the kind of parking guidance long provided to motorists, applied to a vehicle that cities previously expected people to leave against the nearest railing.
Dutch street design is about liveability
Not every useful cycling innovation requires sensors.
The Van Gogh–Roosegaarde path near Nuenen uses thousands of daylight-charged stones to create a glowing pattern inspired by The Starry Night. Opened in 2014, the 600-metre route combines navigation, public art and low-energy illumination.
Its importance is not that every cycle path should become an artwork. It demonstrates an approach in which infrastructure can contribute to the experience and identity of a place rather than merely moving traffic through it.
That principle extends beyond cycling. Restricting through traffic can create safer crossings for pedestrians, quieter streets, cleaner air and more room for trees, seating and social activity.
At the same time, well-designed pedestrian areas must manage conflicts with cyclists rather than simply replacing domination by cars with domination by bicycles. The goal is not to give cyclists unrestricted control of every street, but to make public space work better for people who are not enclosed in motor vehicles.
The bicycle succeeds within this environment because it consumes relatively little space while still providing fast personal transport.
Dutch cycling infrastructure is deliberately unfinished
The most consequential Dutch cycling innovation is not one intelligent traffic light, sensor-filled path or enormous parking garage. It is the willingness to keep changing the balance of convenience.
The Netherlands has not persuaded everyone to become an environmental campaigner in lycra. It has spent decades making the bicycle useful, then continued looking for ways to make it slightly faster, safer and less irritating.
New vehicles will create new conflicts. Faster e-bikes may require different junction designs. Cargo bikes need wider paths and parking spaces. Growing numbers of cyclists can turn yesterday’s generously sized route into tomorrow’s bottleneck.
Sensors and software can reveal those problems, but they cannot replace political decisions about how limited street space should be divided. Sometimes the most effective cycling innovation will still be a wider path, a safer junction or fewer cars.
Dutch cycling infrastructure is never finished because the streets (and the people and vehicles using them) never stop changing.
